Marcel Khouw, P.E.
Senior Project Manager
At IDS, Marcel is a Senior Project Manager in the Public Works Department and focuses on providing cost-effective engineering solutions and responsive service to his clients. With a career spanning over two decades, Marcel has been instrumental in establishing the firm’s presence in planning, engineering, construction, and maintenance of public works utilities in the greater Houston area. He has worked on Houston, Sugar Land, Pearland, Galveston, and Pasadena projects and has experience with mature and newly developing districts in Harris, Montgomery, Fort Bend, and Brazoria counties. He enjoys working with district directors who seek to improve the management of their district’s facility assets and improve the services to their communities.
Since 2011, Marcel has served as a Project Manager for an ongoing program to upgrade the City of Houston’s elevated and groundwater storage tank facilities. The multi-contract project has included rehabilitating and designing new tanks ranging from 0.25-MG to 8.0-MG.
Marcel serves as the engineer for the Central Harris County Regional Water Authority and the North Channel Water Authority, where he has managed the implementation of the Groundwater Reduction Plan and the conversion to surface water. In addition, from 2021-2022, Marcel served as president of the Southeast Texas Branch of the American Public Works Association.
